Pacific economic policy: to invest or to protect?

Pacific Economic Bulletin Volume 10 Number 2 1995 © Asia Pacific Press Academics and international development agencies express growing concern about the lack of economic growth in the Pacific islands and the economic policies employed by these countries. Even where there has been growth, it has usually been dependent on a few industries such as minerals, tourism, tuna and forestry. This growth has been highly susceptible to external disturbances, and, in many cases, has provided limited benefits to the local economy.
